"Dope News"

For the first time in the past 20 years the percentage of blacks incarcerated for drug offenses has had a significant drop, while the percentages of whites has shockingly increased. Now does this mean that less black people are using "illicit" drugs or are less blacks being locked up for drug offeneses?
